in addition to @Evgenii answer, you can create a team managed project using the following approach https://support.atlassian.com/jira-software-cloud/docs/create-edit-and-delete-team-managed-projects/

For my knowledge not just admin can create a Team-Managed space it depends from global permission (Create team-managed spaces).

Agree, it's possible too.
But usually this function is disabled, in order not to find tons of projects, when users decide something like "we need new project for light bulb replacement, we will maintain it on our own". 
And some time after that admin has to organize /clean all this mess.

Welcome to Atlassian Community!

If you're using Jira On-premise (self hosted) - it's impossible. Team managed projects are available only in Cloud Jira.
If you want such project in Cloud Jira - then yu can ask administrator, who manages your Jira, to create such project according to your requirements.
