Couldn't log on actual time spent in issues

When I work on Jira stories, anyhow I couldn't log the actual time spent, I mean there is no 'Time tracking' field in my created issues. Also in 'Issue Actions' menu, there is no ' log time spent working on it' menu item.

Do you enable time tracking in the Jira system configuration?

yes, I already contacted the Jira admin to enable time tracking, then I created one new Scrum project, but still I couldn't log on actual time.
