I have a customer one user picker field where we enter the business partner name. I'm trying to create automation so if that user picker field is either updated from one value to another or when an issue is created using a Form (and that field is on the form to be completed by the submitter), it copies the user picker name from the business partner name field to the business partner approver name field. I created automation using an example from another article but the rule is not firing/updating the business partner approver field. Any help is appreciated!

Which scenario are you executing?
Have you reviewed the Audit Log for the rule? Does it show that the rule is not triggered, or that it is triggered but you don't get the results you expect?
In the image you have provided the field your are trying to edit is named "HL Business Controls Approver Date". Is that correct field, given that its name includes Date and you are trying to copy text to it? If it is the correct field, can you confirm that it is a text type of field?
Thanks for pointing the Date field out. I updated it to the approver name field which is a user picker field.
The rule isn't firing from what I can tell. the bottom entry in the screenshot is using the Form to submit a story where I put Amanda's name as the business partner name in the form. The top one is adding Kiel to the business partner name field but nothing populates in the business controls approver name field.

The fact that there are entries in the Audit Log corresponding to the times you created the issues indicates that the rule is getting triggered. If it was not getting triggered then there would be no entry.
On the right side of the log notice the ">". Click on all of those to expose the full details of all log entries.
Can you show us the details of your Edit Issue action now, since you changed it?
If you are trying to copy the value from one User Picker field in the issue to another User Picker field in the issue, you should be able to do that thus:
In the Edit Issue action, after selecting the destination User Picker field, click on the three dots to the right of the field and select copy
That will insert some text as shown below. Click directly on that text.
That will open a pop-up allowing you to select the source issue and the source field from which to copy the data. You should be able to select your other User Picker field as the source field.

Thanks for the insight Trudy but I must be doing something wrong when following your instructions above.
My copy from is: Business Controls Partner
My copy to is: HL Business Controls Approval Name
I select HL Business Controls Approval Name in the Edit Issue and then click the 3 dots and click COPY, then when I search for "field to copy value from" Business Controls Partner isn't in the list. HL Business Controls Approver Name is but that's my "copy to" field, not my "from" field.

What type of project does this concern? Get the project Type from the Type column on the View All Projects page under the Projects menu.
Can you confirm the field types for each of the fields? They have to be the same custom field type to support this. Your post title says you are trying to copy from one custom user picker field to another custom user picker field, and I assumed that was an accurate statement.

Hi Trudy! I found that there was a duplicate field someone else created with the same name as one of my fields and in the rule I selected that one (the name only showed one time so I didn't realize there were 2 until I went to get your screenshots). It's working now! Thanks so much for the troubleshooting help!

Your second screenshot appears to be trying to put a user's Display Name into a Date field.
