Is there a tool/app/setting that would allow us to connect our on-prem (Server) version of JIRA to our Cloud version? We have groups in both environments that would like to be able to see and update issues from either platform.
Sharing, not really, but there are a number of Apps that provide "synchronisation" - this is where you connect projects in two separate Jira systems and although the issues are effectively duplicated in two places, most updates on one side can be replicated to the other. (This is not a flat copy if you don't want it - you can do partial syncs, mapping status and fields differently, only taking bits of things etc)
Have a look in the marketplace for Backbone and Exalate - those are the two I'm most familiar with, although there are some others.

You can use a synchronization app for that.
You'll be able to synchronize any issue data of the on-prem Jira over to your Jira Cloud instance.
This will happen in real-time. That way, groups on each side will be in the loop on progress status, comments, attachments and even work-logs or change history.
You'll be able to easily customize exactly what you'd like to sync and what groups you'd like to sync it with.
Like the following example.

Alternatively to Jira to Jira sync you might take a look at our solution - WatchtTower that allows consolidating data from different Jira source into one agile board. This allows seeing, updating, transition through workflow etc. More over you can share WatchTower board within your team with different permissions.
