Configuring the Default Behavior On Comments

When commenting on cases, the default visibility is set to be Viewable By All Users. I want to change this so that the default setting is to be viewable only by those in the users project role. I know how to configure the project roles, etc but I haven't found a way to change the default add comment behavior so that comments are not viewable to all users by default. Is there a way to change this?

You can't do this without some coding and that is not allowed in JIRA onDemand. No other options, unfortunately.
