Configuring Jira Cloud with script

When creating new projects, there are som tasks that we do over and over again.

Is it possible to create new projects in JIRA with scripting? Things like creating user groups, adding users to groups, setting the correct workflow, permissions schemes, notification schemes and so on?

You can't do this as JIRA cloud has only REST API which do not include all the operations you need.
