Configured issue screen for stakeholders

How can I make sure that stakeholders only see a few fields when creating an issue? So I would like to configure the creating an issue field. But when the issue is submitted, team members should be able to add storypoints, sprints and epics for example. this is how a stakeholder should see the issue:

Hello.

You can manage it if you are jira administrator.
Click Settings - > Issue -> Screens
Create three screens
for example:
--Edit
--View
--Create
1. Set up list of fields for each one. 

2. Create Screen schema.

3. Configure you new schema via Associate an issue operation with a screen. You can set up screen(Edit, Create, View) for every type operation.

4. Last step associate you screen schema with issue type via Issue Type Screen Schemes
