Configuration of tickets

How can i configure the creation of tickets in JIRA ?

What are you trying to "configure"? 

Issue create in Jira can be done several ways, but they are all the same underlying process - you click "create", Jira asks you to fill in some fields (via a "screen" you can define), does some checks that the input is valid and then creates it in the database and index.  Somy question is what you're trying to "configure" in that process?
