Component field as custom field?

Is it possible to create a custom field that works similarly as the components system field in JIRA cloud?

Is this possible in cloud?

No, the components field is a complex field built into Jira.

You can create a custom multi-select field to hold the same sort of data, but it won't have the component-lead functionality, nor being maintainable by project administrators.
