Communication Breakdown error when trying to start process or change date in case

I get an error when I try to start a process or change the date in a Jira case.  Several other people in the company get this failure.  But others do not have this issue.  I am part of the Jira administrator group and others that are having this issue are also.  Also, I tried to re-index and it has been running since Friday and is not doing anything.  Does anyone have suggestions on what to do?
