When typing "@" in the Comment field, the list of users is shown for some users and for some other not.
1- Is there a permission that need to be set for that?
2- How can i check the configuration on the comment field for those options?

There is a global permission for "can see the list of users". You need to have that for the drop-down list to be used when using @
You'll need to be an admin, but it's not hard to spot it once you're on the right screen, the list of global permissions is quite short (use the admin-search to find the right section, I can never remember where it is in the admin menu tree). Just make sure all the right groups are granted it.

Browse Users
Ability to select a user or group from a popup window as well as the ability to use the 'share' issues feature. Users with this permission will also be able to see names of all users and groups in the system.
