Clubbing of few workflow status into a single status category for high level reporting

Looking for an OOB solution for clubbing few workflow status of several issue types into a single status category and use such status category in a gadget to produce Dashboards/Reports.

Example:

1) To Do and OPEN status -> "Not Started"

2) In Progress, In Development, In Review -> WIP

Any help would be highly appreciated. Not looking for any Plugins. Please note, I am not looking for a solution based on writing JQL query as this does not solve my problem. It is not just about Pie Chart but also about showing fewer status columns in Two Dimensional Table gadget and similar gadgets.

You can already do this with the existing "statusCategory" field.  But the three values of it are hard-coded as "To do", "In progress" and "Done".  This field is searchable and determines the display colour of the status.
