I would like to know if workflow configurations are copied from the project template when creating new projects using that template?

That depends a bit on how you define that project template. When you create a new work management project and select a template from the library, you will see the following screen:
In this example I selected the project management template provided by Atlassian. If I just enter a project name and key and continue, the workflow (and other project) configurations will be copied from that Atlassian template, but result in a unique configuration for my new project.
However, if you check the box Share settings with an existing project, then the configuration of your new project will not be unique to your new project. The new project will be using the same issue types, workflows, screens, permission and notification schemes as the project you selected as the source.
In the first scenario, any changes you apply to your new project's configuration will be unique to that project. In the second scenario - with shared configuration - any configuration changes will affect all projects using that same configuration.
