Do I need to clone a issue without bringing canceled subtasks into the parent issue, are there any way?

Out of the box, not ro my knowledge.

You can consider looking at add-ons as some offer better cloning functionality than what comes out of the box.

If it’s just a single issue, you can create a similar issue and update the fields to match.
