simply freeze. Afte couple of time shown alert "Jira website not answered"

This is probably a problem with your network - if Jira Cloud is not responding to your requests, then it is very likely that the responses are being lost before getting back to your machine.

You will need to do some debugging - look at what your browser is sending, and what it is getting back (if anything).  Try some "trace route"s to see that you can get data over to Atlassian Cloud and what might come back. 

Also, some accounts have been "sanctioned", which means that most of them will get a response of "you are not allowed to use Atlassian stuff", but some get a "website not responding" without explanation.  I cannot guess from the data that I have that you may be affected by that (it's mostly spammers, and people that may be supporting Russia's immoral invasion of Ukraine, and the identification rules for both of those types of account are not as precise as I would like)
