Changing the email template for new users

We have just gotten JIRA 4.4 setup on a Tomcat 6.0.33 server. When I setup a new user, the email that is sent out says

"A JIRA account has been created for you at:

http://localhost:808/jira "

I am thinking that this is coming from the baseURL but am not sure. What I am sure of is that when I access the server I have to put in a fully qualified URL vs localhost. This is compounded by the fact that I do not have physical control of the server, so I can't make any changes to it that would effect the baseURL if that is what is being used.

Is there a template that I can change so that the server URL is correct?

Fix your baseurl first, so long as you have admin privilege in JIRA you can fix this through general configuration.

The JIRA baseurl should always reflect your externally addressable service, you only get one, as per http://confluence.atlassian.com/display/JIRA/Configuring+JIRA+Options

You can modify the usercreated.vm template under atlassian-jira/WEB-INF/classes/templates/email/text folder.
