I just wanted to change language to English cause current one was Russian. So I went to Personal Settings. But it turned out that default language is already English. I was surprised!
Shorten the story I managed to change language to English after I had changed region from 'Europe' to 'America' and timezone from '+2 GMT' to '-6 GMT'.
Is this some kind of feature???? If yes, it's VERY annoying!
@Yakov LevenetsIf you have set global default language to English, then you can change per user language in your user profile, which will affect only your user profile and the global default language will be overwritten.

It was set to 'English' everywhere. But nonetheless it wouldn't help until I changed region/timezone.

@Yakov LevenetsIf the time zone specified in your JIRA user profile doesn't match the time zone of the computer you are working on, JIRA will prompt you to ask if you want to change the time zone setting in your JIRA user profile.

It's not "spam" (unsolicited commercial email), Moses has tried to clarify what was said earlier in response to the information you have added, and suggested further reading.

Well, I think Yakov is having the same issue I'm having. As I understand, we are using Jira Cloud
With the following settings, the UI is a mix of portuguese / english, no matter what languages are selected in general or personal settings
General settings:
Default Language: English (United States)
Timezone: Region: Americas / GMT -03 (Sao Paulo)
Personal settings:
Language: English (United States)
Timezone: Region: Americas / GMT -03 (Sao Paulo)
With this other setting, the interface is 100% in english or 100% in portuguese, base on the user personal settings
General settings:
Default Language: English (United States)
Timezone: Region: Americas / GMT -05 (New York) < or any other US timezone
Personal settings:
Language: English (United States) / portuguese (Brazil)
Timezone: Region: Americas / GMT -03 (Sao Paulo)
