Changing Targets for Goals / Success Measures tracked over multiple quarters

I am trying to use Atlassian goals. When I am using the same success measure (like recurring revenue) but I want to update the new quarter target at the end every quarter whilst updating the acheivement of the closing quarter target

What is the best practice to do this?

1. Is it to create a new goal every quarter (this seems very cumbersome).
2. Is it to update the target (and deadline) on the existing goal (but would it retain knowledge of previous targets and this would mean the Success Criteria would never be completed because it would continue to shift every quarter)?
3. Or is there another option?

Currently, Atlassian Goals does not natively support versioning or historical tracking of changing targets for success measures (like recurring revenue) within a single goal.

Although there is an open feature request for it: ATLAS-244: Add an Activity or History log to each Goal to track updates made 

I don't think there's any other way between the two that you've described. So, based on that, I would say creating a goal for each quarter would be a better option, even though it could become cumbersome if you have many recurring measures. Each goal will have its own target and achievement history, making it easy to report on past performance.
