Change visibility of comments in the new Jira issue view

In the old view, there is the possibility to change the visibility of comments:
Unfortunately I could not find this option in the new Jira issue view.
Where can I change the visibility there?

Unfortunately it did not solve the problem. Maybe I am just being blind. But all I get is this:
