Change an existing scrum project to be an agile project?

I've read conflicting reports about how to do this.  It sounds like it's not possible.

If it's not possible to switch an existing project, is it possible to create a new agile project and import the issues from the old scrum project?

"import" - not really, but you can easily use "move".  Search for the issues to move, then use bulk-edit on the result, one of the options will be "move issues"
