I found a FAQ on how to change the starting ticket number in JIRA Service Desk on Prem. In which it requires a SQL table change.
Is there a way to request or change the ticket starting number on a project for JIRA Service Desk Cloud? Or change a current project from currently 7 test tickets, to start using 1001 for example?

No, and it doesn't look like they will ever allow that according to JRACLOUD-31618.
You could use the REST API to create 993 issues and effectively do this, but it does seem kind of overkill.

I figured that may be the case with the Hosted.
All good, cannot remember if it allows me to select the starting ticket number when creating a project, but will soon find out - once we create our next project.
Good point on the REST API, not that major of an issue to go to that extent, as you mentioned a bit of an overkill ;)
