Inherited a Jira system and need to change administrator from existing user to me - cannot see where to do this

Hello,

I guess, you want to change the Jira Administrator and System Administrator. These permissions are granted in the global permission scheme. Have a look what groups are defined for these permissions. Revoke the old administrator from these groups and add yourself to the groups. You can find more info about global permissions here:
