Centralized User Management - neither Org- nor Siteadmin can log into different user

As the title suggests, we noticed that neither the Org- nor the Site admin can log into different users via User Management. We do used to do this regularly to check permissions, problems etc but now User Management states that neither of us have the right, which is odd because we have the highest permission level available.
So who is supposed to grant us this level of access and why havent we retained it after the transition?
