Cant edit issues when connected to different VPN

This is a bit strange and we dont know what might be the issue here. We have users in australia that connect o Australia VPN and they cant edit issues but if they connect to USA vpn they can edit those same issues. Do you know where would we go check for more information and what to do in this situation.

Could you describe "can't edit"?  Why can't they edit?  Is it because the option does not appear in the menu, or there is a large penguin sitting on their keyboard, or nothing happens when they click, or...
