As for access issues, I'd recommend reaching out to your Jira or organization admin to see if they can check what's going on with the access.

Alternatively, you can try to reach out to Atlassian Support to see if they can assist you with the matter, but the recommended way would be to reach out to your internal administrators first (or at least your team lead).
