Cannot trasfer my organization to another

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have two sites in my account. One of them is obsolete and is totally empty. After some research on the forum I realized that I cannot delete this site. The only thing I can do is to transfer it to the site I am currently using. But at the transfer page I got en arror like this.
The error message in chinese is translated as "The action cannot be performed at this time. Try later."
Can somebody please help?
