Cannot spawn jiras from project = AFR to project = FC3PG5

Cannot spawn jiras from project = AFR to project = FC3PG5

When i click on the "Request Scoping" button in AFR-1033, it should create jiras in FC3PG5 for each component. So if AFR-1033 had 3 components e.g., zL2PM, zSerializer, zSPE, this would create 3 issues in FC3PG5 one for each component. This is what we call "spawning" of issues. The spawning of issues is not working for AFR-1033. We need it fixed.
