Cannot set All issues dashboard to private

when I click on the three dots, I only see Copy Dashboard option and not "Share dashboard" option:
btw, when I hover Atlassian admin under owner column, I see Account deactivated. not sure if relevant
Also, when I open this dashboard, this is what I see:
any thoughts?

I went through the doc but when I got to the global permissions in my site, I do see this already in place:
I was able to do it for a different dashboard, it is this particular dashboard that doesn't work properly, i.e. I don't see the share dashboard option.
Do I need to change the owner, maybe?
This is my migration simulation, not sure if I'm supposed to change anything like such. But I do need to make it private.
