Hello @Celia Wong I think you need to check your mail settings by following steps:
1. Manage your google account
2. Go to the security Recommendations and click to protect your account
3. Turn on the third party access.
4. you will receive jira notification

Hello check with these proper port number and server in jira as well as in account and server setting of outlook .And user name as per email id .
