Cannot log work even though I am admin / assignee

This question is in reference to Atlassian Documentation: Configuring time tracking

I have the Work on Issues permission granted to administrators and current assignee. yet I cannot log work - there is no button to "Log Work".

Why is that?

Are you an admin or the assignee? Have you got time-tracking enabled globally? Can other people log time on that issue, or elsewhere?
