Cannot grant access to Jira Project

I'm trying to add a client to a Jira project. I have added another user from her org with the same domain and he was able to successfully join the project. 

When this client tries to join, she gets the following error. Has anyone seen this? Know a fix?

Ended up getting the correct answer from Atlassian support:

This particular error message is on the Azure Side and indicates that the User is not Assigned to the Enterprise App within Azure and will not be able to log in. Since the occourts.org Domain is configured in an Atlassian Organization with Atlassian Access to use SAML Single Sign-on for authentication, any users with an occourts.org Email Address must be able to log in through Azure in order to access any Atlassian Cloud Product or Website.

If you and this user need to log in using an <domain redacted> Email Address, you'll need to speak with your <domain redacted> Azure Admins and ask them to add you, the user, and any others that will need to log in to an Atlassian Cloud Site to their "Atlassian Cloud" Enterprise App. If they do not add you or the user, the User will need to be invited and log in using a different Email Address.

Hello Joe,

Welcome to Atlassian community!

Checking other support requests opened with the same error, it is possible that no default groups that give any product access have been added to the mentioned user.

Please, try to add the user to the default product access of your JIRA Application as mentioned in this documentation:

- Click on Settings > User management > Product Access > Check if the user is properly added to one of the groups that provide access to JIRA Applications in your site
