Cannot find users by custom properties

Hello. I'm getting issues when trying to get users by searching by custom property

For example, what i did:

I made put request to https://flowhealth.atlassian.net/rest/api/2/user/properties/githubAccount1?accountId=5fb22934d670b8006e55ed43 with body value = 1

Then i've tried to do GET request like 

https://flowhealth.atlassian.net/rest/api/2/user/search?property=githubAccount1=1 

but it doesn't work. I've tried many ways, but all of them are returning an empty array. Please help me.
