Cannot drag and drop on scheme setting

I cannot drag and drop items on Issue time scheme setting menu.

I tried on different devices, OS, IP addresses.

Any comment, assistance or workarounds would be appreciated.

that sure seems like a bug to me. I would report it to Atlassian Support to see what they have to say.
