Cannot create groups in jira cloud

I have just joined an organisation. The User management section is missing. I cannot manage or create groups

I am an admin andI can't see user User Management and Billing section

Maybe you are not an admin? Can you share a screenshot of what you are seeing, i.e. where you are looking for User Management. Example...
