Cannot create an account proposed by Dirac

Hello,

Following the submission of a bug to Dirac Live Support , I received a mail asking me to create an account on Jira (I suppose) : here is the URL behind the button to create my account :

Unfortunately when I click on this button which fires this URL I got a "network time out" when accessing to jira services.

Can you help me and tell me what to do in order to be able to create my account?
