I cannot create a new user. It allows me, an ADMIN to create the user, it provides a USER ACCOUNT CONFIRMATION, but the user never receives an email from JIRA and the record of the newly created user is never visible. So CREATE NEW USER is not working.

There is an active incident with all Atlassian products right now due to the AWS outage. It could be related to that. You should probably wait for that to clear and then try again eventually.
