Cannot choose "related to" link on tasks

HELP!

We are using Jira Kanban board and want to connect tasks by choosing the link "related to" but for some reason we can't choose those links sometimes but not always, what am I doing wrong?

Sometime opening an issue in detail view and other issue related operations are not working as motioned.

There is no incidents records in status page. The following below link shows any incidents happened to cloud products. you can watch the link.
