I am testing the migration of JIRA from one server to another

I have:

  • Transferred the JIRA directory from the original server to the new server
  • Installed PSQL and created a JIRA user account with Owner access to the JIRA database
  • Connection tests to the database were successful
  • Internal directory is used

When I try to Set up administrator account I get the error message saying "Cannot add user, all the user directories are read-only."

 

I have tried this several time on different VM servers and still getting the same error each time

I would be very grateful if someone can assist
