Cannot add user, all the user directories are read-only

I did 10+ JIRA installation but last one is pain in ass: what the hell is going on ? Why I have this annoy issue ? I tried to downgrade mysql connector to 5.1.47 - but didn't help and no issues at log! I will pretend to refund - if no solution to this asap! OS Debian 9.7 + MariaDB 10.X

Start by moving to a supported database - MariaDB is not, so you need to swap to one that is.

MariaDB works well - I fixed issue by myself. Thanks for answer: now I 100% sure buy commercial support = waste money...

I'd still strongly recommend using a supported database.  If you have any other problems, you'll need to before Atlassian will help you.
