Cannot add diagram to Issue with Draw.io

On Jira 6.1, installed Draw.io plugin version 1.2.2.

Trying to add a diagram to an issue and are getting the following permission error:

Insufficient access rights to perform this action on Diagramly diagram

Boris Jockov had the solution. I cannot set solved on a comment.

The user was missing Create Attachment permission.
