Cannot access personal settings in jira

im having an issue across all users where I cannot access personal settings. I click on my picture and click personal settings and it just loads and says couldnt save changes to settings even if I havent made any...because I cannot see them. I have tried setting my timezone and language, no changes.

im just adding to this....im not sure what has changed since I created this yesterday, but I can now access my personal settings.

I'm also having the same issue. I'd not received email notifications after being tagged in a JIRA comment so I went on to check in Personal settings. I get the same message as Thomas mentions in the original post - the page just displays the spinning line and never loads (see attached screenshot):
