My goal is to allow a transition from state X to state X, as that would re-trigger some automation I have set up.
It seems like even though I have a Any -> State X transition set up, I am still not given the option to change to it when the issue is in that state. Is it possible to achieve somehow?

Yes, it is possible.
You have to create a special transition from that state to the same state. This is referred to as a Looping or Self-reflecting transition.

Okay, I added an explicit transition from the state to itself, but for some reason I still am not seeing it as a possible state on the issue when I try to switch?

Are you working with a Team Managed project or a Company Managed project?
If it is a Company Managed project, did you Publish the new workflow?
Did you refresh the issue screen after publishing the new workflow?
Did you change the workflow that applies to the issue type you are viewing?
Can you show us the Workflow configuration; both the diagram and the Text representation?

It's a team managed project. I updated the workflow, don't think there's anything else I can do with it. I have refreshed the issue screen. I have changed the workflow, here are some screenshots to display what the problem is:
I can't transition from dev deployment -> dev deployment, but when I click view workflow this is what I see:

Is this a Software, Business, or Service Management project?
Can you show us the diagram for the workflow? What do you see when you click on View Workflow at the bottom of the Status pull down in the first image you posted? I would like to see from your workflow the comparable output that I have boxed in red below.

The self-reflecting transitions are not listed under the Status pull down. They are listed under the Actions button.
