Can you see who has moved an item to the top of the backlog?

There are quite a few JIRA users in my org.

I often see my backlog priority has been changed.

 

Is there a way to see who has moved it and when? 

Does it show where they moved it from?

You can see it in the history tab of the detail issue view.

I have to revert back to the "old view" in order to see the history tab.

But that answers my question!

You do not need to revert. In the new UI there is also a history tab. Just by default the comment tab is chosen. You can switch it to the history:
