Can you please enhance this article to make it VERY CLEAR that background re-indexes SIGNIFICANTLY DEGRADE the performance of the system?

Background re-indexing should NOT be performed at time when users are using the system!

It depends. Smaller instances or instances that are plenty powerful with tuned database tend to be affected less.
