Can you have visibility for different levels of a project set for different users? And if so, how do you do this?

What do you mean by "levels of a project"?

Projects contain Issues. You can use Issue Security (in Company Managed projects) and Issue Restrictions (in Team Managed projects) to restrict visibility of issues. More information on each topic can be found here:
