I'd like to know if it is possible to exclude specific tickets (blocked tickets) from the metrics that make up the reports like for example, the cumulative flow diagram.

Yes, you can - at least in boards linked to company managed projects. You can refine your report as you can see here:
You can use the available columns, swimlanes and quick filters from your board settings to adjust the view. By adding quick filters to the board settings, you automatically make them available in the reports as well.
In team managed projects, filter options are limited to start and end dates only.
