When you want to use the different steps as the different units in a company? Like the first step is for Sales, then the next one is for Presales, the upcoming one for ... etc.

Yes.

Jira calls these statuses, and they can be changed in the administration section.

If you want to have different statuses for different units, you'll need different workflows. You would then have different statuses for those workflows.

For example:

Project: Sales

Workflow Scheme: Sales Workflow Scheme

For simplicity, the workflow scheme contains 1 workflow: the Sales Workflow

Sales Workflow looks like this (has the following statuses):

Open

In Progress

Reviewing with Customer

Done

And the workflow could transition like this:

Open -> In Progress -> Reviewing with customer -> Done

The other separate project could look like this:

Project: HR

Workflow Scheme: HR Workflow Scheme

Workflow: HR Workflow

HR Workflow looks like this:

To Do

In Progress

Blocked

Done

Closed

And transition like:

To Do -> In Progress -> Done -> Closed

                         l

                        V

                  Blocked

When you are building these workflows, you can create new statuses that have unique names, and reuse the existing statuses. Then assign each workflow to a scheme, and each workflow scheme to a project.
