Can we vote for reporters ?

Hi,

On our JIRA platform, we have many many reporters. Some have more relevant questions than others and we would like to filter/order them.

So i've thought about several things :
 - Is it possible to vote for reporters when they ask a question
 - can I have for each reporter the total of vote they had on their questions and then classify reporters by total of vote
 - can I add a custom field in the user profil, field that could be only seen and edited by administrators ? a sort of user group they wouldn't know they are in
