Can we restrict the ability to install/setup script runner scripts to a group?

Not at the moment. Everyone with the admin global permission can run scripts. I'm working out a way that non-admins can use the functionality, but it still remain useful.

Only Admin users can use Script Runner.
So you may want to create a new group and add the JIRA Administrators permission to it.
You can find it at the end of "Global Permissions" section.
