Can we isolate jira admin access from user management?

Number of time there is project specific request on creating workflows, schemes, custom fields, import data etc. which required jira administrator access. But giving jira administrator access also allows them to have an access to user management which i would like to avoid 

I see two solutions:

1. Let project jira admin have acess to create workflows, schemes etc

2. Add another administrator access level which will allow creation of schemes , workflow etc but it won't have access to user management
